Bosnian Muslim War Crimes: The ICTY Trial of Enver Hadzihasanovic and Amir Kubura

The International Criminal Tribunal for the Former Yugoslavia (ICTY) indicted senior Bosnian Muslim military commanders General Enver Hadzihasanovic and Colonel Amir Kubura on war crimes charges on July 13, 2001 in Case No: IT-01-47-PT. Bosnian Muslim General Mehmed Alagic, who commanded the Bosanska Krajina unit of the 3rd Corps, was also charged in the initial war crimes indictment but died on March 7, 2003 awaiting the start of the trial. The complaint was amended to charge Hadzihasanovic with 7 counts and Kubura with 6 counts. Initially, the defendants were charged with 19 counts. The Hadzihasanovic and Kubura war crimes trial, known as the “Central Bosnia” case, began on December 2, 2003.

The trial is important in showing the extent of Al-Qaeda involvement in the Bosnian Civil War of 1992-1995. Hadzihasanovic and Kubura are charged with command responsibility for war crimes committed by mujahedeen troops in the Bosnian Muslim Army. These foreign Muslim Jihad or “Islamic holy warriors” were assembled in a special Bosnian Army unit called the “El Mujahed unit”. This unit committed some of the worst war crimes and crimes against humanity against Bosnian Serb and Bosnian Croat civilians and POWs.

The commander of the Bosnian Muslim unit “El Mujahed” was Abu Abdel Aziz “Barbaros”, described as a “senior Al-Qaeda recruiter” in a report before the National Commission of Terrorist Attacks Upon the United States, or known as the 9/11 Commission chaired by Thomas H. Kean. Aziz, also known as Abdelrahman al-Dosari, was born in Saudi Arabia in 1942. He was a veteran of the mujahedeen in Afghanistan. His nickname was “Hown” because he established a reputation for his use of the Soviet-made “Hound” artillery rockets. He was an early member of the Al-Qaeda movement established by Ossama bin Laden and Abdullah Azzam. He was made the amir, or military commander of the Saudi Arabian and Afghani mujahedeen in Bosnia. Aziz established his headquarters at the Mehurici camp outside of Travnik in central Bosnia.

Ekkehard Witkopf, the ICTY prosecutor, noted the significance of the mujahedeen trial: “This trial… will show war crimes were committed by both sides of the conflict in central Bosnia. This trial will give the world a more complete picture of the war in Bosnia.” It is the first “command responsibility” case tried at the Hague tribunal. The defendants were charged with criminal responsibility for acts of murder, cruel treatment, wanton destruction and plunder of personal and private property of Bosnian Serbs and Bosnian Croats, and the willful destruction of religious institutions.

Witkopf assigned criminal responsibility as follows: “They knew, or had reason to know, that the forces under their command had committed or were going to commit these acts… They did not take necessary and reasonable measures to prevent them or punish those who committed them.”

Enver Hadzihasanovic was the commander of the 3rd Corps of the Muslim Army of Bosnia and Hercegovina (ABiH). He was later made part of the joint command of the Bosnian Muslim Army and was the Chief of the Supreme Command Staff. Amir Kubura was made the commander of the 7th Muslim Brigade of the 3rd Corps of the Army of Bosnia. They were both charged with war crimes by the ICTY for command and control responsibility. The 7th Muslim Brigade was formed on November 19, 1992 based in Zenica. It was comprised of three battalions: The first was located in Travnik, the second in Zenica, and the third in Kakanj. It was used as an “infantry manoeuvre unit” in the Bosnian Muslim Army.

El Mujahed Unit
 
“Mujahedin” or “holy warriors” arrived in Bosnia in the summer of 1992 from Saudi Arabia. Mujahedeen means literally in Arabic one who is a “struggler” or one who is willing “to do battle” In the modern context, it means to be a soldier or guerrilla waging a war in the name of Islam, a religious war. It comes from the Arabic root “JHD”, Jihad, and means someone who wages a struggle for Islam. In Islam, there is no distinction between the political and religious sector. In Islam, all aspects of a person’s life are guided by Islam. Islam is more than a religion, but a way of life. It is an ideology that is all-encompassing. Alija Izetbegovic explained this unity of Islam and the state in the Islamic Declaration (1970; republished, 1990):

A Muslim generally does not exist as an individual. If he wishes to live and survive as a Muslim, he must create an environment, a community, and order…History knows of no true Islamic movement which was not at the same time a political movement as well…. The shortest definition of the Islamic order defines it as a unity of faith and law,   … spiritual community and state…

There is no religious or political tolerance in an Islamic state, as explained by Izetbegovic: “There can be no peace or coexistence between the ‘Islamic faith’ and non-Islamic societies and political institutions.”

The reason Saudi Arabia sent mujahedeen in Bosnia first and organized the effort is because Arabs see Islam as their creation or invention. Saudi Arabia is regarded as the base or center of Islam with Mecca and Medina located there. The yearly pilgrimage or haj is made to Saudi Arabia each year by Muslims. Moreover, the language of The Koran and or Islamic religious texts is in Arabic. The Wahhabi sect of Islam in Saudi Arabia is a radical fundamentalist version of Islam founded by Muhammad Ibn Abd al-Wahhab (1703-1792). The Wahhabi movement advocates the “oneness” of Allah and of Islam, rejecting the Shi’ite or Sufi sects of Islam. Wahhabism seeks to establish one, single version of Islam that interprets The Koran strictly. It gives Saudi Arabia dominance over global Islam. Islam is an Arabic religion and way of life. This is why Saudi Arabia was there first. It is about self-interest.

The ICTY indictment noted that mujahedeen “were prepared to conduct a ‘Jihad’ or ‘Holy War’ in Bosnia.” Ossama bin Laden’s right hand man and top lieutenant, Saudi Abu Sulaiman al-Makki, was part of the first mujahedeen force to arrive in Bosnia. These were mujahedeen recruited, financed, and organized by Ossama bin Laden. Al-Makki joined Barbaros in the first attack by about 43 Saudi Arabian mujahedeen in central Bosnia against Bosnian Serb forces. This is the engagement where the Saudi Arabian mujahedeen decapitated three Bosnian Serb troops near Teslic and held their heads as war trophies. A prominent member of this mujahedeen contingent that attacked Bosnian Serb forces, Abu Asim al-Makki, later was the major planner of the October, 2000 attack on the USS Cole that killed 17 US sailors.

The objective was to create terror and panic in the Kafir or kaurin, the infidels and the unbelievers. Al-Makki was paralyzed from the waist down in combat against Bosnian Serb troops. He was shown in the famous video released in 2001 where Ossama bin Laden and al-Makki are shown sitting on a couch discussing the 9/11 attack. Bin Laden takes full responsibility for the 9/11 attack in this video. Bosnian civil war veteran Al-Makki has a blanket over his legs in the video.

We now know that senior Al-Qaeda leaders fought and were seriously injured in Bosnia. German reporter Renate Flottau of Der Spiegel reported that she personally saw and spoke to Ossama bin Laden in 1994, when he allegedly visited Alija Izetbegovic in Sarajevo. Bin Laden was issued a Bosnian passport through the Bosnian Embassy in Vienna in 1993. One of the suicide hijackers in the 9/11 attack had a Bosnian passport. Moreover, four to six Bosnian citizens, Algerian Muslim mujahedeen who were granted Bosnian citizenship by the Bosnian Muslim Government, were arrested by US forces and sent to the Guantanamo prison where they were questioned on their connections to Al-Qaeda.

The mujahedin were “incorporated and subordinated” within the structure of the 7th Muslim Brigade when it was formed on November 19, 1992. On August 13, 1993, the mujahedeen were organized in the “El Mujahed” unit. The Battalion of the Holy Warriors, or Kateebat al-Mujahideen, was “officially mobilized… on the personal orders of Bosnian president Alija Izetbegovic, to whom the unit was directly responsible.”

Under the ICTY legal doctrine of command responsibility, Izetbegovic should have been tried as a war criminal for the war crimes known to have been committed by the mujahedeen unit. The Bosnian Muslim military command put this unit in the 3rd Corps area of operations and subordinated it to the command of that Corps. The mujahedeen troops acted as shock troops to spearhead offensives by the 3rd Corps of the Bosnian Muslim Army.

The Jihad combatant was a shahid or martyr, willing to die for Islam. Many of the Arab mujahedeen sought “shuhada” or “martyrdom” in Bosnia, dying for the propagation of Islam. By the end of 1992, out of a total mujahedeen force of 300 in Bosnia, at least 22 Saudi Arabian mujahedeen were killed in combat, along with 12 mujahedeen from Egypt. In Travnik, 53 mujahedeen were killed. Abu el-Ma’ali justified the loss in human life: “The way of Jihad must have its pure blood which Allah picks and chooses to be a fuel for those who are left.” How many mujahedeen troops were in Bosnia? Estimates range from several thousand up to ten thousand troops.

Many of the mujahedeen left “testaments” in case they were killed in Bosnia. Abu Abd Al-Aziz Muntesib, a Saudi Arabian mujahedeen killed in the Teslic assault in 1992, left a testament that explained why he was waging a Jihad in Bosnia:

In the name of Allah, the Benevolent and Merciful!

Praise to Allah and blessings and salvation to the Servant of Allah. May Allah bless and save Him….

I entreat Allah to convey this testament to you while I rejoice with my Lord in the gardens of paradise, happy that Allah is content with me… with my brothers who died a martyr’s death that I yearned for so long and Allah, may he be glorified and exalted…Moreover to exalt his faith and fulfill my desire with the death of my enemies, may Allah curse them! Furthermore, to rejoice at the sight of an Islamic caliphate that will fill the land with its justice, after so much violence.

Oh, my parents, I beg Allah for you to receive the news of my death with joy, because I shall not die for the sake of liberty nor out of patriotism, nor any other false aim. On the contrary I shall die, if Allah wills, for the sake of Allah, and erecting the first pillar of Islam, for Islam to spread and take root in the world…

And you, my father, know that a martyr’s death for the eternal goal is the privilege only of those whom Allah has chosen. And, as Allah the Exalted says: “And, among you there will be chosen ones who will die a martyr’s death for the holy purpose.” May Allah be praised three times for bestowing and designating me to die a martyr’s death! ...

The Exalted furthermore said: “Do not say of those who died for the sake of Allah that they are dead, but that they are living” …

I entrust you to take care that my brothers are raised in the spirit of the jihad, to instill the love of a martyr’s death in them, the splendour of the faith and its words…

This testament of a Saudi Arabian mujahedeen gives a good picture of the mindset of the mujahedeen and their motivations. The objective of the jihad is to create a global “Islamic caliphate”. This is a fact censored and suppressed in US government and media accounts of the mujahedeen. US propaganda claims that the mujahedeen is defensive in nature. But this is not so. Al-Qaeda seeks a global Islamic community, a series of interconnected Muslim states from Spain to China. Moreover, the mujahedeen do not fight for liberty or patriotism but for the establishment of Islam. The mujahedeen have one goal and one goal only, to establish Islam. Islam is the root and basis for everything. The notion of the separation of religion and politics and the state is unknown in Islam. For Muslims, there is only Islam and nothing else. The mujahedeen perceive martyrdom, or suicide bombings and attacks, as legitimate and appropriate tactics in advancing Islam. Martyrdom is an essential tactic in the global jihad. Finally, the mujahedeen are guided by a religious fanaticism and zealotry that is unknown in the West. In Western thought, religion is seen as only one aspect or dimension in defining man. There is a secular and multi-dimensional component to human identity in Western thought. In Islam, man becomes one dimensional. As noted in the mujahedeen testament, man lives and dies for only one thing, “for the sake of Allah.”

These Muslim troops were trained, funded, and commanded by senior Al-Qaeda leaders. Abu Abdel Aziz Barbaros, the commander of the mujahedeen unit, the Kateebat al-Mujahideen or the Mujahideen Battalion, the odred el-Mujahedin, was described by the 9/11 Commission as a “senior Al-Qaeda recruiter”.

Ritual Beheadings

The “El Mujahed” unit was charged with the murder, ritual execution, ritual beheading, torture, and imprisonment of Bosnian Serb and Bosnian Croat civilians and POWs. Bosnian Serb and Bosnian Croat civilians and POWS were forced to dig trenches under fire for the Bosnian Muslim Army and were used as human shields during offensive operations of the Bosnian Muslim armed forces. According to the ICTY indictment, “at least 200 Bosnian Croat and Bosnian Serb civilians were killed.” Bosnian Croat and Bosnian Serb POWs were killed and tortured.

At the Orasac Camp, which was staffed and run by Saudi-Afghan mujahedeen, Bosnian Serb civilian Dragan Popovic was ritually beheaded by mujahedeen on October 20, 1993. Other POWs were then forced to kiss his severed head. During the Muslim Turkish Ottoman Empire occupation of the Balkans, Serbian Orthodox Christians, the kaurin, or unbelievers, were ritually beheaded by Muslim Turkish forces to terrorize the rayah or Christian population known as Dhimmis, a conquered population. Ritual beheadings were part of the Dhimmitude policies of Muslim occupation forces, who sought to subjugate and conquer the Christian infidels of Europe. There were Muslim “Crusaders” and there were Christian “Crusaders”. Ossama bin Laden falsely and mistakenly asserted that there were only Christian Crusaders. But Islam has been expansionist ever since the time of Mohammed, invading eastern and western Europe, Asia, and north Africa, and forcefully converting the subjugated subjects to Islam. Bosnia was under Muslim Ottoman Turkish occupation for over four centuries. Spain was under Muslim occupation for over 700 years.

ICTY prosecutor Witkopf characterized the beheading of Bosnian Serb civilian Dragan Popovic as “a beheading that can only be described as a ritual beheading.” Other POWs and civilians were forced to dig their own graves. POWs were terrorized and physically and psychologically abused and mistreated. POWs were also forced to give blood.

Mujahedeen Atrocities and War Crimes

Islam is stated to be a religion of peace and compassion. But this is not how Bosnian Serb and Bosnian Croat Christians perceived Islam in Bosnia. The Al-Qaeda and US-sponsored mujahedeen were supposed to provide protection to embattled Muslims in Bosnia. Most of the mujahedeen were able to gain entry to Bosnia posing as workers for so-called Islamic humanitarian and charity organizations. But the war crimes and atrocities the mujahedeen committed in Bosnia against Bosnian Serb and Bosnian Croat Christians showed the utter contempt Islam has for Christianity and for Christians. The mujahedeen war crimes put Srebrenica in perspective. They also showed that co-existence between Islam and Christianity was not feasible in Bosnia. The Bosnian Serbs maintained this all along, contrary to US propaganda. The mujahedeen war crimes proved this point. What US foreign policy sought to accomplish in Bosnia was the domination and subjugation and marginalization of the Serb and Croat Christian population by Muslims.

The mujahedeen war crimes demonstrated the contempt the mujahedeen had for Christianity and for so-called Western civilization and culture. Evan Kohlmann wrote about “their remarkable fanaticism and blind cruelty”. Mujahedeen troops from Afghanistan and Saudi Arabia had “routinely performed crude, disfiguring, non-medical circumcisions on Bosnian Serb soldiers”. An 18-year old Bosnian Serb soldier “was so brutally circumcised that eventually the entire organ required amputation.” No only were Bosnian Serb Orthodox Christians the victims of Islamic terror, horrific war crimes committed in the name of Allah. Bosnian Croat Roman Catholic Christians were also victims. The mujahedeen ethnically cleansed all non-Muslims from Zenica, the mujahedeen stronghold. In 1992, Dejan Jozic, a 13-year old Roman Catholic Bosnian Croat teen, was asked by mujahedeen: “Why doesn’t your family leave Zenica?” Three mujahedeen then attacked Jozic and wrestled him to the ground. The ring finger of his right hand was then amputated. The Jozic family then fled from Zenica after this shocking example of Islamic terror. The US propaganda machine censored and suppressed these horrific acts of genocide committed by Muslim forces in the name of Islam. The CIA propaganda outlet in Europe, Radio Free Europe/Radio Liberty, similarly covered-up and censored these Muslim war crimes and atrocities committed against Orthodox and Roman Catholic civilians and POWs.

A Bosnian Serb POW described his treatment after the engagements in the Vozuci region on May 27, 1995:

I was captured by a group of 12 mujaheddins including a Bosnia Muslim who served as interpreter… One of the mujaheddins ordered me to kneel down, took out his butcher knife with semi-circular blade and small handle which he held hanging around his neck, on his chest. He wanted to cut my had [sic] off, but the Muslim interpreter intervened, telling him something in Arabic… They put a knife under our necks, as if they were going to cut our throats. Then they brought a cardboard box in which there were two cut off human heads with blood still dripping… One day, they brought us out in the camp area for all the mujaheddins to see us. In my assessment, there were one thousand of them. The lined us up in such a way that we were surrounded by them, and they were singing and shouting something in Arabic. One of them had a knife in his hands and was persistently trying to come close and cut our throats, but two others prevented him. He was foaming with rage.

Another Bosnian Serb POW stated:

As soon as we arrived, the mujaheddins tied us with a hose, into which they let air under pressure, to make it expand and press our legs. This cause terrible pains and Gojko Vujicic swore [to] God, so one mujaheddin took him aside and cut his head off. I did not see what he used for the cutting, but I know that he brought the head into the room and forced all of us to kiss it. Then the mujaheddin hung the head on a nail in the wall.

Bosnian Serb POWs were “held like animals and starved for days, slowly being tortured to death.” Serb POWs were given knives and forced to kill each other or be killed themselves.

[O]nce they fell from wounds, Mujahedeen would decapitate them, with cleavers or chain saws, and those who were still alive were forced to kiss severed heads that were later nailed to tree trunks. Prisoners were hung upside down by ropes, they were nailed, or the Mujahdeen [sic] tied bricks to their testes and penises and pushed them into barrels where they slowly drowned pulled down by the weight of the bricks.
 

Videotapes were made of these war crimes by the mujahedeen and sold to encourage recruits to join the mujahedeen and Al-Qaeda. Mujahedeen also forcefully converted Bosnian Serb POWs to Islam. The US media and government censored and suppressed these horrific war crimes and atrocities committed against Bosnian Serb and Bosnian Croat Christians by Muslims. Why? The Bosnian Muslims were the proxies of the US government, of NATO, and of the EU. The US media and government carefully concealed and covered up the war crimes its Muslim Al-Qaeda proxies committed in Bosnia. If that failed, the appropriate media spin was put on the story by US government-sponsored reporters.

US reporter John-Thor Dahlburg of the Los Angeles times was told by a Bosnian Muslim soldier who was a member of the mujahedeen forces that the mujahedeen “like to kill. Whenever they could kill with their knives, they would do so.” The US media and government knew of the war crimes and atrocities that were being perpetrated against Bosnian Serb and Croat Christians. Nevertheless, this information was censored and suppressed. Instead, the US media and government focused on alleged Bosnian Serb war crimes against Bosnian Muslim troops in Srebrenica. But why is it no crime or Geneva Convention violation when Bosnian Muslim troops and mujahedeen torture and execute Bosnian Serb civilians and POWs? It is a perverted and convoluted moral calculus. Why can the mujahedeen take over Bosnian Serb towns and villages and torture and execute Bosnian Serb POWs at will? Why can the Al-Qaeda mujahedeen do this without any criminal culpability? Why are the Bosnian Serb forces accused of war crimes and even genocide when they retaliate in kind?

Muslim Ottoman Empire Redux

The mujahedeen goal was to re-establish the Muslim Ottoman Turkish Empire in Bosnia and in Europe, the so-called Muslim empire or Khalifah or khalifate or Caliphate. Al-Qaeda still has the goal to re-create a Muslim Caliphate that would include Bosnia and Kosovo. Ironically, US foreign policy is achieving for Al-Qaeda what they could not achieve on their own. Kohlmann chronicles several mujahedeen operations and offensives in 1995 against Bosnian Serb forces. But he failed to mention that these mujahedeen offensives were launched in conjunction with massive US and NATO bombings and strategic air strikes, known as Operation Deliberate Force, against strategic Bosnian Serb positions. The air strikes began on August 30, 1995, and consisted of 60 US and NATO aircraft flying over 500 sorties against Bosnian Serb targets. The US/NATO air force was in fact the air force for the mujahedeen/Al-Qaeda. Kolhmann does not even note this fact. It was US/NATO airpower that allowed the mujahedeen to drive out and kill Bosnian Serb troops and take over Bosnian Serb villages and towns.

Indeed, one Bosnian Serb village, Bocinja Donja, was taken over by mujahedeen soldiers once the Bosnian Serb inhabitants were driven out. There is a sign on the outskirts of town that warns residents to “be afraid of Allah.” There are up to 100 mujahedeen in the formerly Serbian town. The mujahedeen ever wrote graffiti on one abandoned Serbian house: “El Mudjahidin”. The mujahedeen/Al-Qaeda military victories were a gift or present from the US/NATO. The US/NATO only empowered and encouraged Al-Qaeda to later kill 17 US sailors aboard the USS Cole and approximately 3,000 civilians in the 9/11 World Trade Center and Pentagon bombings. The story would come full circle.

Iraqi Connection

There were reports that Ossama bin Laden’s Al-Qaeda mujahedeen veterans from the Bosnian civil war were now killing US troops and Western civilians in Iraq. In a Tanjug news report from December 29, 2004, “French Journalists’ Captors Were Bin Laden’s Veteran from Bosnia”, it was reported that French journalist Christian Chesnot, of Radio France Internationale, along with Georges Malbrunot of Le Figaro, was held by “veterans of Ossama Bin Ladin from Bosnia-Herzegovina.” Chesnot was held hostage for four months in Iraq by the “Islamic Army in Iraq”. Chesnot told Tanjug reporters:

Our captors told us they had fought in Bosnia… One of them, a youngish man, aged 30 or so, told us he had been in Bin Ladin’s camp in Afghanistan and that he had fought in Bosnia… We realized that this was one of the Arab war leaders that had fired rockets in Bosnia and chanted ‘Jihad, Jihad.’…  We realized also that some of our abductors were members of what we called Planet Bin Ladin.

Chesnot stated that one of their abductors played them a tape of Bosnian music and informed them that two Macedonian hostages and the Italian journalist Enzo Baldoni had been executed by the Islamic Organization in Iraq. One of their Arabic captors spoke about the “international jihad”, “Sheikh Osama”, and “the dream of a Muslim state from Andalusia to China, and the fight against Christians.”

The US would experience blowback from its creation of the Afghanistan mujahedeen not only in the 9/11 attack, but in the US occupation of Iraq.

9/11 Commission

Steven Emerson presented a report on July 9, 2003 to the 9/11 Commission in which he detailed the activities of the commander of the Bosnian Muslim “El Mujahed” unit, Abu Abdel Aziz Barbaros:

When senior Al-Qaeda recruiter Shaykh Abu Abdel Aziz Barbaros was interviewed in 1994 about his experiences organizing the Arab-Afghan jihad in Bosnia, he explained: I---alhamdulillah [Arabic, “All praise is due to Allah”] ----met several prominent Ulema [Muslim scholar]. Among them…. Sheikh Abdel Aziz Bin Baz… and others in the Gulf area. Alhamdulillah, all grace be to Allah, they all support the religious dictum that “the fighting in Bosnia is a fight to make the word of Allah supreme and protect the chastity of Muslims.”

Abu Muaz al-Kuwaiti, one of the mujahedeen commanders in Bosnia, explained why the mujahedeen were in Bosnia:

As for why we came to Bosnia-Hercegovina, we did not come here except for Jihad in the Way of Allah (Glorified and Most High), and to assist our Mujahideen brothers.

According to Evan Kohlmann, Barbaros told other senior Al-Qaeda members who were assembled at a meeting in Zagreb that the Al-Qaeda objective in Bosnia was not to bring humanitarian assistance to Bosnian Muslims as US propaganda claimed, but “was to establish a base for operations in Europe against al-Qaeda’s true enemy, the United States.” Thus, Al-Qaeda saw through the US game from the start.

The mujahedeen were formed, armed, trained, and financed by the US Government beginning in 1979 when US National Security Advisor Zbigniew Brzezinski initiated their use as proxies. He manipulated Islam to get them to fight Soviet troops in Afghanistan. The goal was to make the Soviets bleed according to Brzezinski. The mujahedeen were just pawns in his bigger chess game.  Brzezinski was a Roman Catholic Pole who still spoke with a Slavic/Polish accent. His ultimate goal was to get the Soviet forces out of Poland so that Poland could join the US NATO alliance.

US President Ronald Reagan declared the mujahedeen were “freedom fighters… defending … freedom…” in the early 1980s and the US Government established “Afghanistan Day” in the US. Absurdly, the “war on terrorism” is rationalized as a global struggle to safeguard “freedom” from “freedom fighters…defending….freedom…” Ronald Reagan and Jimmy Carter and Zbigniew Brzezinski did much to transform a US policy of realpolitik based on divide and conquer, divide et impera, into a moralist Manichean foreign policy based on “good” and “evil”, invoking God to sanction US foreign policy in a cynical manipulation of religion. This US manipulation of religion to advance US geo-political strategic interests during the Cold War unleashed the mujahedeen Jihad and Al-Qaeda.

US support empowered the mujahedeen and encouraged bin Laden to expand the mujahedeen Jihad across the globe beyond the borders of Afghanistan. Ed Bradley of CBS’ 60 Minutes even argued that Muslims should be grateful to the US Government because it allowed them to kill Serbian Christians and to take their lands. Didn’t we kill the Serbian Christians for you Muslims? Didn’t we take their lands and give them to you Muslims? Didn’t we demonize the Serbian Christians for you Muslims with our propaganda so you could kill them? Where is the gratitude? This was Ed Bradley’s reasoning.

But Muslims saw through the ruse and sham. The mujahedeen and Al-Qaeda share the view of the Ayatollah Ruhollah Khomeini that the United States is the “Great Satan” and is the actual enemy of Islam. Abu el-Ma’ali even issued a communiqué from Zenica on September 22, 1995, where he stated that: “We know that we will have a day in which to fight the Jews, and the Almighty will grant us victory…” They knew that Bosnia was just a rehearsal and a game. The real target for Al-Qaeda and for the mujahedeen is ultimately the United States and Israel. US foreign policy in the Middle East and Zionism are the ultimate targets. Bosnia was just a diversion, a sideshow. Slobodan Milosevic and the Bosnian Serbs were merely straw men and a smokescreen to cover up the real targets of Islam.

The mujahedeen were just cannon fodder and worthless pawns in advancing the goals of US foreign policy. Brzezinski told the mujahedeen that “God is on your side”, exploiting Islam as a religion and using it to get Muslims to kill Soviet troops. But the mujahedeen saw through this shameless ploy. The denouement of this policy came on September 11, 2001, when veterans of the Afghan war organized the terrorist attack on the World Trade Center in New York. What went around, came around.

Al-Qaeda, or The Base, was created in 1988 by bin Laden with veterans of the war in Afghanistan because he wanted the mujahedeen war to be extended as a global or world-wide jihad. In 1992, the Soviet-backed regime was overthrown and a civil war emerged between various mujahedeen factions. In 1996, the Taliban (from Pashtun “students of the book”, the Koran, from Arabic talib, “student”) mujahedeen seized power in Afghanistan with help from Pakistani troops and the Pakistani and US governments. US foreign policy favored the Pakistani-sponsored Taliban over the Russian-backed Northern Alliance which allowed for the emergence of the Taliban Government. In 2001, the US would reverse its allegiance away from its Taliban ally to the Russian-sponsored Northern Alliance. The Taliban was the fruit of US policy in Afghanistan. US policy had allowed the Taliban to emerge.

Pact with the Devil

The US Government knew Al-Qaeda forces were being deployed to Bosnia but allowed them to come through channels established in Croatia. Unmarked Lockheed C-130 Hercules transport aircraft were bringing arms and weapons to the Bosnian Muslim troops at the airport in Tuzla. Bosnian Serb forces even recorded communications from the aircraft and determined that it was piloted and manned by US forces on a clandestine mission. Transport aircraft routinely landed in the Zagreb airport where arms, weapons, and supplies from Iran were unloaded for trans-shipment to Bosnia in plain sight. It was common knowledge that the US was in cahoots with Teheran and mujahedeen forces to bring arms and troops from Iran to Bosnia illegally, in contravention of the UN arms embargo. The US turned a blind eye to the shipment of arms to the Bosnian Muslim forces by Iran, a Muslim fundamentalist state. The US was instrumental in allowing the Afghan-Arab mujahedeen and Al-Qaeda to infiltrate Bosnia.

US Ambassador to Croatia Peter Galbraith and Bosnian Muslim president Alija Izetbegovic should also be charged with war crimes. Indeed, US President Bill Clinton can be charged for war crimes based on command responsibility. The US Government used diplomatic code to conceal the fact that it was working with Al-Qaeda and Iranian forces in Bosnia. The US Government told US diplomats in the Balkans that it had “no instructions” on Al-Qaeda and Iranian terrorist troops entering Bosnia. This was a green light to Al-Qaeda and Iranian forces. US President Bill Clinton bears criminal responsibility for bringing Al-Qaeda to Bosnia where these terrorist forces committed atrocities and war crimes against Bosnian Croat and Bosnian Serb civilians and POWs. Why isn’t Bill Clinton in the dock at the ICTY?

Richard Holbrooke claimed that the Bosnian Muslim regime could not otherwise survive without Al-Qaeda mujahedeen support and the aid provided by Muslim fundamentalist Iran. Izetbegovic was even allowed to visit Teheran by the US Government during the civil war, although the US media ignored the event and suppressed it. As Holbrooke himself conceded, it was a “pact with the devil”. This “pact with the devil” did not begin or end in Bosnia.  It was a pact with the devil that saw its apotheosis or denouement with the 9/11 terrorist attacks against the World Trade Center and the Pentagon.

Why weren’t US President Bill Clinton or Alija Izetbegovic indicted for war crimes at The Hague? Instead, we see the ICTY charging two patsies and small fry, Hadzihasanovic and Kubura. Why not go after the big fish and the big fry?

The ICTY announced that it was investigating Alija Izetbegovic for war crimes on October 22, 2003, the day of his funeral. The ICTY waited until his death and funeral to announce the war crimes investigation because the ICTY did not want to undermine the political mission of the ICTY which the US/NATO/EU set for it, which was to hold the Serbian leaders and people totally responsible for the civil wars in Bosnia and the former Yugoslavia. Florence Hartmann, an ICTY spokeswoman, released a statement, which was quoted in the BBC news story for October 22, 2003, “Bosnia Leader was War Crimes Suspect: “Izetbegovic was one of the suspects who was under investigation…The fact he died means all investigations are stopped.”

Izetbegovic, like Bill Clinton, bears command responsibility for the atrocities and war crimes of the Al-Qaeda mujahedeen in the “El Mujahed” unit of the Bosnian Muslim Army. They knew or had reason to know that Al-Qaeda mujahedeen were committing atrocities against Bosnian Serb civilians and POWs and did nothing to prevent them. Izetbegovic was photographed with the commanders of the 7th Muslim Brigade of Zenica and Bill Clinton was at a memorial for dead mujahedeen troops in Bosnia.

The ICTY has brought war crimes charges against the following Bosnian Muslim military leaders: Enver Hadzihasanovic, Amir Kubura, Mehmed Alagic, Sefer Halilovic, the chief of the supreme command of the Bosnian Muslim Army, Naser Oric, the Bosnian Muslim military commander of Srebrenica. Bosnian Muslim camp guards Hazim Delic and Esad Landzo were convicted for war crimes against Bosnian Serbs at the Celebici camp. Bosnian Muslim Zejnil Delalic was acquitted.

Blowback

Before the attack on 9/11, Al-Qaeda regrouped in Bosnia during the civil war there where it found a new mission and was able to consolidate its bases and to finalize its strategy of global terrorism. What we are not told is that this was all “Made in the USA”. It was a “pact with the devil” that resulted in blowback and the result was the World Trade Center and Pentagon attack on 9/11.

Oil has a peculiar smell. It has been described as a stench, which assails the nostrils. But it does much more than irritate the membranes in the human nose. It greases the machinery of geo-politics and lubricates the revenge and envy that nation states harbor towards each other. It makes and destroys states and peoples and befouls humanity. It is still a necessary evil, but much of this black gold happens by fate to lie under the sands of the Arab Middle East and thus morphs into a terrible weapon wielded by Arab despots and Islamo-fascist fanatics.

The insane rush to create Kosovo, yet another Muslim state in the heart of the Balkans, is testament to the curse of oil. Ever ready to enrich their economies, the Europeans and the United States combine to appease and placate the Arab kings, Emirs, and assorted dictators. The price demanded by the Saudis and the Gulf States is a steep one; namely to pave the way for more and more Muslim influence throughout the world and hostility to Israel.

The Saudis pour billions of their petrodollars into Europe and North and South America in order to build lavish mosques where Wahhabi imams propagate extremist forms of Islam. European and American universities hold out their begging bowls to receive Arab money and in return help facilitate the spread of anti-Israel and anti-Western falsehoods masquerading as Middle East studies.

The recent phenomena of the so-called sovereign funds are instruments through which European and American financial institutions receive desperately needed infusions of Arab money to bail themselves out of their own greed and monetary shortcomings. And the financial help bestowed upon them comes with strings thus adding yet another layer of Arab and Muslim pressure.

Islamist influence grows with every passing day. Facts are being created on the ground, which are changing the demographics and national characteristics of one European state after another. And it is in Europe that Arab oil is driving the creation of a Muslim state that will become a radical Islamist beachhead and threaten what is left of Christian Europe. In time it will inevitably become a springboard for terror into the United States itself.

The U.S. State Department’s Nicholas Burns has now congratulated the Kosovars in obtaining their independence from Serbia. This is a betrayal of the Serbian people and will leave a disfiguring scar upon the United States for years to come. For the Serbian people, the province of Kosovo is their very ancestral heartland. The long suffering Serbs are now forced to witness the witless and perfidious Western powers ripping away Serbia’s heart while their hated ethnic Albanian and Muslim historical enemies take possession of it. The Serbs, in fact, call Kosovo their “Jerusalem.” That is how holy they consider their lost homeland.

And we must realize that Israel, too, is threatened by the same evil created by Arab oil. The Palestinian negotiators all confirm that Jerusalem is up for grabs and that Ehud Olmert, Israel’s Prime Minister and Tzippi Livni, the Foreign Minister are in advanced negotiations to give away parts of Judaism’s eternal holy city, Jerusalem.

Under U.S State Department pressure, the Israeli government is negotiating the dismemberment of the Jewish ancestral heartland of Judea and Samaria and we must witness with growing fear that what has happened to the brave and ill served Serbian people will also happen to Israel.

President Bush has said that before his term of office expires this year, he will preside over the re-division of Judaism’s holy city of Jerusalem and the creation of a Muslim state called Palestine within the Jewish biblical heartland. Although Serbs living in enclaves within Kosovo are not yet being forced to leave, the price of creating a Muslim Palestinian state is the expulsion – the ethnic cleansing – of all Jews from its proposed territory. In other words, it is even worse for the Jews as a new Arab state called Palestine will be judenrein. And this unthinkable outrage will be sanctioned by President Bush and the United Nations.

There are striking similarities between the Serbs and the Jews. Serbia lost its province of Kosovo after being defeated in battle by the Muslim Turks at the Field of Blackbirds on June 13th 1389. Like the Jews, who in their 2,000 years of exile dreamed of restoring their ancient land and their holy city of Jerusalem after losing it to the Romans, so too the Serbs dreamed of Kosovo and wove their folk music and national identity around the lost Serbian heartland.

During the late 1990s when President Clinton and his Secretary of State Madeline Albright, launched a disgraceful war against the Serbs, the Serbian Deputy Prime Minister, Draskovitch said of Kosovo: “Our faith was born there, as was our language, our nationhood, our pride. It is incumbent upon us to defend Kosovo, even if we all die.”

His words were uttered as American bombers, repainted in NATO colors, bombed Serbia for several months inflicting some 3,000 civilian deaths and destroying all the bridges over the Danube River in Belgrade. This was not America’s finest hour but is now largely dead and buried by the mainstream media.

The same mainstream media rarely, if ever, tells us about Serbia’s passion during the many centuries leading up to the present and latest shameful act of the West. When Serbia was part of Yugoslavia, it was the Serbs who fought alone and unaided against the German divisions; fighting them to a standstill. No other people in occupied Europe achieved that remarkable and heroic feat.

Croatia allied itself with Hitler and established a Nazi state. The Croatians exterminated hundreds of thousands of Serbs and tens of thousands of Jews. If you visit the Yasenovatz death camp in Croatia, you will find Jews and Serbs buried there together in mass graves.

The anti-Jewish Mufti of Jerusalem, Haj Amin el-Husseini, who spent many days with Hitler in his Berlin bunker plotting the destruction of Mandatory Palestine’s Jewish population, encouraged the Bosnian Muslims to form several SS divisions who carried out mass murders and deportations of Jews to the German death camps.

Serbia emerged from the Second World War with the distinction of defeating the German invasion and inflicting severe losses on the German army. But the Serbs paid a terrible price, losing nearly 2,000,000 dead or some 12% of their population. The Serbian partisans, who included many Jewish fighters, were able to save thousands of Jews from death at the hands of the Croatian, German and Bosnian murderers.

During the Balkan Wars of the 1990s, the Croatians expelled some 250,000 Serbs from their homes in the Krajna district. As soon as the Muslims in Kosovo received autonomy in 1974, they drove out 400,000 Serbs. At the same time a vast influx of ethnic Albanians flooded over the border to take the place of the disinherited Serbs.

The Serbian people have been reduced to only 10% of their original population in Kosovo. Ethnic cleansing against the Serbs began long before the Western press ran their lurid stories of Serbian ethnic cleansing against the Bosnian Muslims. Predictably, the mainstream press ignored the earlier attacks by the Muslims against the Serbs, which first led to the war.

The lesson for Israel is that foreign powers have conspired to strip the expendable Serbs of their ancestral homeland and give it to the Muslims. In doing so, these same western powers believe that by placating and ingratiating themselves with the oil rich Arab and Muslim world they enrich their own economies. After all, Serbia does not possess any known oil reserves.

Israel, too, is bereft of meaningful reserves of oil. It too is thus expendable. The pressure upon Israel to give away its own ancestral, historic, spiritual and biblical heartland in Judea and Samaria (the West Bank) grows relentlessly and insidiously.

Sadly and tragically, there exists no Israeli government or leader at this critical time with the intestinal fortitude and spiritual certitude to adamantly and resolutely resist the cynical and perfidious machinations of western leaders. Israel desperately needs a leader who can talk to the world as Draskovitch once spoke for the Serbian people. Instead Olmert, Livni and Barak call for NATO to patrol the border with Gaza, monitor Judea and Samaria and, heaven forbid, oversee a divided Jerusalem.

Carloline Glick, writing in the Feb 23, 2008 edition of the Jerusalem Post sums up the Israeli government’s terminal confusion thus: “What the Serbs made NATO fight its way in to achieve, Israel is offering NATO on a silver platter.” She adds, “... the lessons of Kosovo are clear. Not only should Israel join Russia, Canada, China, Spain, Romania and many others in refusing to recognize Kosovo. It should also state that as a consequence of Kosovo's independence, Israel rejects the deployment of any international forces to Gaza or Judea and Samaria, and refuses to cede its legal right to sovereignty in Judea, Samaria, Gaza and Jerusalem to international arbitration.”

Serbia must be supported by all who still cherish morality over expediency. Historical correctness must in all such cases trump so-called political correctness. As goes Serbia, so goes Israel.

Neither nation deserves to become victim to the international greed for black gold and the attendant grovelling acceptance by oil-importing states to the demands of the oil producing dictatorships and Islamic theocracies. Indeed, the stench from corrupting oil that permeates the international corridors of power makes the very angels in heaven gag.

KOSOVO: WORST STILL TO COME


As Serbia tries to prove that Kosovo Albanians and Serbs cannot live together, the Kosovo Serbs embark on a peaceful boycott, but an incident in Mitrovica leaves one UN policeman dead and hundreds injured, Anes Alic and Igor Jovanovic report for ISN Security Watch.

Rioting in the divided town of Kosovo Mitrovica has left one Ukrainian UN policeman dead after suffering fatal injuries in clashes with Serb protesters following a Kosovo Serb attempt to take over a court house in the city.
In Kosovo, it is not at all difficult to foment unrest and create atmospheric incidents to prove that the two groups cannot live in harmony. It is in the interest of Serbian authorities to show to the world that Kosovo Albanians and Kosovo Serbs cannot coexist peacefully; while it is now in the interest of Kosovo Albanian authorities to prove the opposite.

The most recent incident in the northern city of Kosovska Mitrovica, divided by Serbs and Albanians, illustrates these points well. More than 100 Serb employees of the local court, including judges, entered the court building last Friday after three weeks of peaceful protests, demanding to be returned to their offices.

They had been driven out of their offices in August 1999 and replaced by international staff and ethnic Albanians who had quit their jobs during the rule of Slobodan Milosevic. The Serbs have continued to work within the Serbian Justice Ministry system, but from their private homes and premises. The international community in Kosovo had earlier announced that this parallel judicial system was soon to be suspended.

The government of Kosovo demanded that the United Nations Mission in Kosovo (UNMIK) evict the "hooligans" from the court. UNMIK turned to the Serbian government to restore order, calling on Belgrade not to "interfere in Serb areas of the new state." Serbian authorities in Belgrade have denied any involvement in the incident. The siege of the court reached its climax on Monday when some 100 UN police troops stormed the court and retook control from the Kosovo Serbs.

The action triggered mass protests by the Serbs, during which at least two UN vehicles were set on fire and police used tear gas to disperse the crowd. According to media in Belgrade, at least 70 Kosovo Serbs were injured in the process. International sources say at least 30 UN and NATO troops sustained injuries.

The UN police backed by NATO troops were forced to withdraw from Serb areas of Mitrovica after being attacked by demonstrators while a UN convoy was transporting some 50 detained protesters from the court.
International troops were also injured in an explosion, thought to have been caused by a hand grenade. Machine gun fire was later heard.

Action plan

In December 2007, two months prior to Kosovo's declaration of independence, the Serbian government adopted an action plan that was to be put in place after Kosovo authorities announced the province's secession. One of key notes from the plan was the strengthening of links with Serbs living in the northern Kosovo enclaves by taking back the authority they lost there in 1999.

The action plan was labeled a state secret, hence its details were never revealed in public. Now, however, it is certain that a portion of the plan referred to the strengthening of Serbia's institutions in Kosovo, especially in the north where the most compact Serb enclaves are located. This area is physically close to Serbia and is home to some 40,000 of the remaining 120,000 Serbs in Kosovo. But Serbia is seeking only the de facto partitioning of Kosovo: After all, should it win an official partition of northern Kosovo, it would lose approximately 80,000 Serbs who live south of the Ibar River, practically surrounded by Albanians.

If Serbia agreed to the partitioning of Kosovo, it would mean abandoning those people, along with numerous important churches and monasteries south of the Ibar. As such, Belgrade will fortify its position in northern Kosovo and as much as possible in the enclaves south of the Ibar.

In the meantime, and perhaps with this in mind, reports say that hundreds of Kosovo Serb families from those south Ibar enclaves have begun selling their homes and settling in northern Kosovo and in Serbia proper. Unconfirmed reports from ethnic Albanian sources claim that Kosovo Serb paramilitary groups have been using scare tactics to force Kosovo Serbs in the south to relocate to the north to make partitioning feasible.

Tricky transfer

Since Kosovo declared unilateral independence on 18 February, Serbia has advocated taking control of the Serb enclaves in the province, which have been under UNMIK protection since 1999 and are not set to be transferred to the new independent Kosovo institutions.

Serbia is calling for the implementation of UN Resolution 1244, which it believes guarantees the country's sovereignty and territorial integrity. The Kosovo Serbs still hold authority in health care, local self-government and energy in these enclaves.

Milan Ivanovic, head of the Serb National Council of northern Kosovo, the most powerful Kosovo Serb organization, told ISN Security Watch that the Serbian government should have started taking over authority in the north much sooner. "That is the only option, because the Serbs from northern Kosovo and south of the Ibar River do not want to accept the institutions run by the Albanians on behalf of the phantom and false state of Kosovo," Ivanovic said.

Commenting on the potentially negative reaction from the Kosovo Albanians to the Serbs' initiative, Ivanovic said that at the moment one should not worry too much about potentially causing violence, but should insist on firmly advocating the necessity of the Serbian state's presence in Kosovo.

"The Albanians have been very convincing before the international community with the policy of threats and violence, unlike the servile official Serbian policy, which had even before the unilateral declaration of independence made it clear that our response would be peaceful, and that we would defend our integrity and sovereignty only with diplomatic means," Ivanovic said.

However, Momcilo Trajkovic, leader of the Serb Resistance Movement, which comprises the Serbs living south of the Ibar River and in the enclaves, is dissatisfied with the Serbian government's moves regarding the takeover of institutions. "It is difficult to assess the government's tactics, as few people are familiar with the details of the action plan. Such activities might lead to the partitioning of Kosovo, but they might also be linked to positioning in the north, aimed at better control of the situation in the territory south of the Ibar," Trajkovic says.

He also said that a policy favoring the division of the province would be ill-advised because 65 percent of the remaining Serbs are located south of the Ibar River and partitioning would expose them to Albanian attacks.

"Partitioning would be disastrous for Serbs living in enclaves. The essence of our battle is not in northern Kosovo, but south of the Ibar. That is where our historical monuments are, the symbols of our statehood and culture, but I fear that the government wants Serbia to stretch from Subotica [in the north] to Kosovska Mitrovica [also in the north] in the future," he said. Trajkovic also criticized Belgrade's decision to give 80 percent of the financial aid meant for all of Kosovo's Serbs to representatives in the north, without consulting enclave leaders.

The internal boycott

So far, Kosovo Serbs have taken several major steps that indicate what their future tactics will be. It seems they are nearly unanimous in boycotting Kosovo institutions, saying that life under ethnic Albanian rule is impossible.

Some 300 Serb policemen in the Kosovo Police Service (KPS) refused to take orders from their superiors and are demanding that they remain part of the UNMIK police chain of command, as they did before Kosovo's declaration of independence. They were then suspended and handed in their weapons and uniforms peacefully.

There are about 800 Serbs in the KPS, some 10 percent of the overall service, which is in proportion with the population of Kosovo; around 400 Serb policemen in the north have remained under UNMIK command, and therefore are not rebelling; some 50 people have taken sick leave or vacations, hence they are still officially members of the KPS; and some 100 workers at the Lipljan prison are demanding that Serbia resolve their status because or they will quit their jobs.

In another case, the Serbian railway company, Zeleznice Srbije, tried to take over the railroad in northern Kosovo in early March. That part of the railroad, on the Lesak-Zvecan route, is very important because it links northern Kosovo with the Serb enclaves in the central part of the province.

Despite attacks on trains in the past, this is believed to be the safest means of transport for the Kosovo Serbs inside Kosovo and to Serbia proper. Since UNMIK has dismissed Belgrade's attempt, the railroad has been inoperative. "If no agreement is reached with UNMIK, an impasse will occur, which will neither allow UNMIK to start organizing traffic by force, because it lacks the manpower, nor the Serbian railway company to operate," Zeleznice Srbije General Manager Milanko Sarancic recently told Belgrade media.

Even Serb members of Kosovo parliament and government are boycotting those institutions. Prior to the declaration of independence, there were 10 Serb members of parliament and two in the government, the constitutionally guaranteed seats for them, even though Kosovo Serbs boycotted the elections. All of them froze their mandates after the 18 February declaration of independence.

However, all Kosovo Serbs employed in Kosovo's public services, such as municipalities, schools and the health-care system, are being delegated and paid by Serbian government, and their salaries are double those of their colleagues in Serbia proper.

Rough ride for EU

Belgrade is fighting its battle on another front by refusing to acknowledge the European mission (EULEX), and pledging its cooperation only to UNMIK, which arrived in Kosovo in line with UN Security Council Resolution 1244. Following the official example, Kosovo Serb civilians are also cooperating only with UNMIK and KFOR, and not with the EU mission (which has not been positioned in northern Kosovo) or the Pristina institutions.

The EU is putting tremendous pressure on UN Secretary General Ban Ki-moon to mark the end of UNMIK's mission and invite EULEX to take over. However, the secretary-general is also facing an intense drive from Russia and other countries that have sided with Belgrade, which leaves UNMIK on the field.

Last week, the EU admitted that the takeover of authority would require more than the initially planned 120 days. Some members of the EU even think it would be wise for UNMIK to remain in the Serb enclaves.
"The situation is still volatile, particularly north of the river Ibar, in northern Kosovo," the chairman of the EU Council of Ministers Dimitrij Rupel told a press conference at the end of the meetings of the Council of Ministers in Brussels last week.

Rupel said UNMIK should take control of a border between Serbia and Kosovo. The Slovenian foreign minister admitted that the planned transition between UNMIK and EULEX would take longer and will require more effort.

Peter Feith, the international civilian representative in Kosovo, says that his mission is not coming to Kosovo to establish a NATO state, adding that it is politically impossible to admit a mistake and go back to the previous state of affairs.

In a 12 March interview for the Serbian Vecernje Novosti daily, Feith said his first impression after coming to Kosovo was "it could have been worse," adding that the worst was perhaps still to come.

The EU envoy went on to say that the EU mission would attempt to be as "invisible" as possible, adding that it was necessary for the Kosovo cabinet to assume power. In addition, he stressed that if Pristina tried to endanger the Serb community in Kosovo, he would not hesitate to use his powers, even if that meant dismissing and banning the violators of the rules.

Financial Infrastructure of Islamic Extremists in the Balkans

The international community is facing a major dilemma concerning the ways and means of combating Islamic extremists. One impediment is that Islamic terrorists use the very sensitive issue of religion to propagate their dark ideas. Fact is that nations that sponsor terrorism, active terrorist cells and the widespread terrorist network – whose methods and activities we have tried to describe in this study –represent a serious threat to the entire humanity. There is no cure for this kind of evil save for international cooperation, exchange of information and prevention. One remedial action could be the multilateral destruction of the Afghan poppy fields, because heroin coming from that country represents 78% of the world production, and is the main source of income to Islamic terrorists. Additionally, nations sponsoring terrorism should face international penalties.

 

NGOs that have been clearly identified as conduits for terrorism have begun to reappear in Bosnia-Herzegovina. Sometimes they change their names. Some of the most extremists NGOs are the already mentioned Saudi Relief Committee, then Global Islamic Relief, International Aid Organization, Egyptian National Aid, Saudi Islamic Committee and the Islamic Institute. All of these organizations are known to anti-terrorism experts.

An additional issue is with the orphans taken to Al-Qaeda’s terrorist camps in Bosnia-Herzegovina.  There are videotapeps, testimonies and documentary evidence of this. One example is the case of Ahmed Zuharir, a.k.a. Handala, whose main contacts in B-H are Omer Stambolic of the Federal police and Haris Silajdzic. This terrorist had the official ID card of the organization called “Charitable Community for Orphans,” but who was he? Zuharir, a Sudanese, is a member of the terrorist group “Gaama’a al Islamyya,” and a former member of the “El Mujahid” unit of the “Bosnian Army.” He was convicted in absentia by the B-H Federation authorities for a car bombing in western Mostar in September 1997. Other participants in this terrorist attack were Ali Ahmadom al-Hamadom, a.k.a. Ubayda, of Bahrein; naturalized B-H citizen Saleh Negil Ali El-Hil, a.k.a. Abu Yemen; Abdullah ba’Awr, a.k.a. Husayfa; and Kal-al-Sheif, a.k.a. Suleyman.All are suspected associates of Osama bin Laden. Handala was never caught, because the Bosnian Muslim authorities connections to the global Islamic terror network. So, the Bosnian Muslim authorities – headed by the late Alija Izetbegovic – entrusted this notorious terrorist with the care of war orphans. Another issue altogether are mujahid’din wives, trained for years in various terrorist camps.

 

Citizens of Bosnia-Herzegovina need help, because they cannot fight against this pestilence alone. One should be careful to differentiate the extremists from the Muslim population in general; one of the extremists’ goals is to foment conflict between all Muslims and modern civilization. This is what the leaders of Al-Qaeda in Kosovo are doing. According to expert information, the top extremists in the area are: Ramush Haradinaj, Hashim Taqi, Ilaz Selimi, Ahmed Krasniqi (Haradinaj’s enemy), Setmir Krasniqi (organized crime) Muxhar Basha, Snu Lumaj, Ismet Bexhet, Remi Mustafa, Nazmi Bekteshi, Xhimshit Osmani, Ramadan Dermaku, Luzim Aliju i Baylush Rustemi. All are connected to imam Omar Behmen. Their funding comes from various sources, but all have in common the Swiss enterprise called “Phoenix,” owned by Qazim Osmonaj. Another man worth mentioning is Abdullah Duhayman, a Saudi citizen, the founder of the “Islamic Balkan Center” Zenica, Bosnia. Duhayman is one of the main contacts and financiers of Ekrem Avdiu of Kosovska Mitrovica, a veteran of the Bosnian war and the founder of UCK’s mujahid’din unit “Abu Bakr Sadeq.”

 

If Turks, who are regarded as secular Muslims, were capable of mounting suicidal terrorist attacks on Turkish shoil, one can only wonder what the Balkans Muslim extremists are capable of. Europe and the world are wondering who the next target might be. New warnings keep coming of impending attacks in Europe and the US, although most terrorist attacks are currently limited to the “borderlands.” Right now, the most endangered European nation is France, an unwilling host to a strong Islamic movement driven primarily by the Algerian GIA and its network of North African immigrants. France’s commitment to freedom and tolerance has led it to extend tolerance onto some people who do not deserve it. Unless French authorities take preventive measures, the risk of attack is great. Even though France opposed the war on Iraq, many countries that supported the war have property and interests in French territory. Certainly, they have property and interests elsewhere – but what other European nation has such a widespread terrorist network?

 

Italy is in danger as well, as it also has a strong terrorist network, focused in Milan. This is confirmed by the recent arrest of four men who were recruiting Islamic militants for Al-Qaeda. Besides, some Italian politicians are supportive of terrorists. Emma Bonino, currently the EU Commissioner for Human Rights, used to be in the management of the NGO “No Peace Without Justice.” This organization declared Bosnian Muslim militant and war criminal Alija Izetbegovic as “peacemaker of the year” at one time, and has spread false information about the wars in the former Yugoslavia for years, supporting Islamic fanaticism.

 

          According to the available open and other sources several so called charities and NGO’s are still fully operational in the Balkan regarding terror financing or related activities.

 

Bosnia-Herzegovina

 

The U.S. Department of Treasury discovered in October 2002 that several charities operating in Bosnia-Herzegovina (BiH) direct their funds to terrorist activities, specifically noting:

·         Benevolence International Foundation” (BIF) – Enaam Arnaut, director of its successor organization “Bosnian Ideal Future,” was convicted in the U.S. for directly aiding Bin Laden;

·         Global Relief Foundation” (GRF) – GRF had modest means in BiH, but still found around $100,000 to fund a camp at lake Jablanica where Muslim youth were taught “essentials of Islam”. Similar summer camps were organized elsewhere in BiH, often with participants from Active Islamic Youth (AIO) ;

·         Vezir” – the Bosnian branch of the Al Haramain Islamic Foundation (AHF)[1].

 

The Bosnian branch of “Taibah International” first served as a cover for the GRF. One of its former members, Tunisian Ayadi Chafiq Bin Muhammad, was placed on the list of persons directly connected with terrorism by the U.S. Department of Treasury, on October 12, 2001 – as did the organization Al-?uwaffaq, which he ran during the war, and which was linked to radical Islamic circles in Pakistan. In 1996, Ayadi transferred $500,000 to the Sarajevo SAB bank. He was later arrested in Dublin, Ireland on charges of financing Al-Qaeda. Ayadi was given Bosnian citizenship, and had several Bosnian passports.

 

It was also established that Vakufska and Depozitna banks[2] of Sarajevo aided and abetted the funding of terrorists in BiH. They were established by Yassin Al-Qadi (see his activities in Albania) and the already mentioned Chafiq Ayadi. These two banks gave assistance to Al-Muwaffaq, “Al Haramain Islamic Foundation and the “Saudi High Commision for Relief.”

 

The Vakufska bank covered up the transfer payments from the “Saudi High Commision for Relief” to the private company “Engra d.o.o[3], owned by Edin Balta.

At the traditional seminar of Islamic youth at the Begov Han mosque in Sarajevo, in early September 2005, the “World Islamic League” (a.k.a. “Rabita”) of Saudi Arabia conditioned its donation of significant funding for projects in the Raska region of Serbia on the ability of the Wahhabi movement to use the religious buildings there. In January and February of 2006 alone, “Rabita” has directed some 150,000 Euros to projects in Raska. Money came from accounts in Mecca to Munich, from where it was transferred to Vienna, arriving to Serbia through a branch of “Societe Generale” in Novi Pazar.

Regional prosecutors in Sarajevo and Zenica opened investigations in July 2007 into possible embezzlement charges against the Muslim charity “Merhamet,” including the allegations of financial aid to the Wahhabi movement in BiH. “Merhamet” allegedly funded Wahhabi organizations and several individuals.

 

Kosovo-Metohija

 

The U.S. Department of State and the Central Intelligence Agency (CIA) have been stationed in Kosovo-Metohija since 1999, and have been monitoring the illegal financial flows in the province, especially funds used for illegal purchase of arms and equipment for terrorist groups in Kosovo-Metohija.

Money originates from Saudi Arabia, where specific individuals courier gold, coins and jewelry that are then sold, converted to local currency, and channeled through pre-determined NGOs.

 

American members of KFOR arranged a seminar for the high-ranking officials of the Kosovo Police Service in April 2007, covering “Wahhabis in Kosovo.” During the seminar, American representatives asserted that Wahhabism is on the rise in Kosovo, and that in five years Kosovo would become the most significant stronghold of this Islamic sect in Europe. According to them, the greatest concentration of Wahhabis is around Prizren.

 

A report published by the provisional authorities of Kosovo-Metohija in January 2007 acknowledged the rising presence of Wahhabis and other Islamic factors in the province. Organizations connected to funding of Islamic extremism in Kosovo-Metohija are “Iranian Relief Committe?” in Pristina and “Taibah International Committee” in Prizren. Western analysts claim that “Al-Islamiyya” and “The World Assembly of Muslim Youth” (WAMY) are fronts for extremists from Saudi Arabia. Additionally, the director of “Revival of Islamic Heritage Society” in Pristina, Othman A.O. Alhaidar used to run several “charities” in Bosnia-Herzegovina, starting with the “Revival of Islamic Heritage Society,” General Kuwaiti Aid Committee, '”Dar El-Bir” of UAE, “Yhia Al-Turas,” and “World Islamic Charity.” He was investigated by SFOR/EUFOR in 2005 on suspicion of sending volunteers from Kosovo-Metohija and Albania to Iraq.

 

Albania

 

Interest in the presence of radical Islam in Albania and its connection with the authorities was reawakened on April 11, 2007, with the broadcast of a show “Fiks Fare” on state television. The show publicized documents indicating that Abdul Latif Saleh a close associate of Osama Bin Laden, was given Albanian citizenship in 1992 at the personal insistence of then-President, now Prime Minister Sali Berisha[4].

 

Saleh, a Jordanian, owned construction companies “Mak Albania” and “Cement Albania,” which were used to launder the money of Saudi businessman Yasin Qadi’s “Caravan” association in Tirana. In 2000, Saleh was deported from Albania on suspicion of Al-Qaeda connections, and his bank account in Tirana was frozen after an attempt to withdraw 2.4 million Euros.

 

There are also numerous indications that several Islamic charities are abusing their activities in Albania to support terrorism. The government investigates allegations about their work solely because of obligations to the U.S. In April 2006, Albania’s anti-laundering directorate froze 63 bank accounts, valued at around 4 million Euro, used for money-laundering and support for terrorism. Albania’s Minister of Interior issued a special order in July 2006 to put special scrutiny the Albanians studying in the Middle East and persons of Arab origin that come back to Albania to vacation with them.

Albanian Minister of Finance Ridvan Bode signed several decrees in July 2006 seizing the accounts and assets of many individuals and charities. Among the seizures were the accounts and properties of Yasin Al Qadi[5], Abdul Latif Saleh, “Taibah International[6] and “Al Haramain[7].  At the same time, the anti-laundering directorate began investigating Ahmed Ibrahim Al-Nagar, Hamya Abu Rajan, David Hicks[8], Nabil Abdyl Sayadi, Patricia Rosa Vinck, “Global Relief Foundation” (one account frozen) and “Revival of Islamic Heritage Society” (four account frozen).

 

In April 2007, a high court in Tirana overruled the decision to seize the accounts and assets of “Albanian International Investment” for lack of evidence that it took part in funding terrorism. Emboldened by the decision, Yasin Al-Qadi appealed[9] the Ministry of Finance’s decision to seize his assets – almost 4 million Euro over the past five years.

However, investigators at the High Crimes Division (HCD) in Tirana have managed to partially uncover a new system of terrorism funding. Assets in peril of seizure on charges of aiding terrorism were turned over to “administrators” – who would then channel the assets back to the original owner. Al-Qadi’s “administrator” in Albania was Jordanian Hamzeh Abu Rayyen.

 

At the request of HCD, a court in Tirana ordered the seizure of Abu Rayyen’s passport on April 3, 2007, until an investigation into “laundering the proceedings of criminal activities” could be concluded. Many charities close to Islamic terrorist organizations recover from seizures by re-establishing themselves under new management. The “new” managers are local Albanians who studied theology in the Middle East. There are currently 80 religious associations and foundations operating in Albania, with accounts throughout the country in banks such as Arab-Albanian Islamic Bank, Bank of Malaysia, Fefad Bank, and Dardania Bank.

 

Five foundations have been outlawed because of proven links with terrorism: Al Haramain, World Islamic Relief Organization, Revival of Islamic Heritage Society, Muwafaq and Al Vaffk.

 

Conclusion:

 

It is evidential that Al Qaeda establish in the territory of South East Europe (Balkan) fully operational Financial network and logistic for the operation of Financial Committee of Al Qaeda terrorist organization. The Financial Committee has the task to provide the Network’s funding. Fundraising methods differ from place to place, but rely mainly on accounts directly or indirectly available to Osama Bin Laden and the funds provided through the wide network of “humanitarian organizations” which use their charity as a cover for fundraising and recruitment of future terrorists. This committee is also in charge of money transfers[10]. One of its methods is the “hawala” system, where money and other commodities are transferred directly, without the involvement of banks. Such transactions are virtually impossible to trace. Basic funding derives primarily from the production and distribution of narcotics – specifically heroin, which is produced in Afghanistan, then distributed to Western European and US markets through a sophisticated network. One Kosovo Albanian was recently arrested at the Bajakovo border crossing between Croatia and Serbia-Montenegro, in possession of 48 kg of heroin. By and large, Kosovo Albanians are not Islamic fanatics, but as heroin smugglers, they are an important link in Al-Qaeda’s chain. Profits from the heroin trade are also very difficult to trace.

 

Funds thus obtained are put to use in pursuit of Islamic fanatics’ darkest aims. Al-Qaeda and other organizations act locally, but think globally. For example, the newly established Islamic terrorist organization, LIVO, whose striking fist is the Uzbekistan Islamic Movement, is pursuing the plan for establishing Islamic states – and eventually, the Caliphate – in Central Asia, funded and aided by the Financial and the Military committees of Al-Qaeda.

 

 



[1] According to EU reports, many Islamic charities that have been banned still operate in BiH – including Al H?ramain, Al Maysed Al Aqsa, and Benevolence International Foundation (BIF). All these organizations were banned in BiH (after direct political pressure from the West) but there are indications they remain active. Specifically noted was BIF, which was blacklisted in the U.S.

[2] In August 2002, Federal Banking Agency aproved the merger of Vakufska and Depozitna banks, owned by Yasin Al-Qadi (44.3%) and “Mahmal Investments” (44.2%), which has been under investigation by intelligence agencies for years, on suspicion of funding terrorism.

[3] Between 1998 and 2000, “????? ?.?.?” was conducting financial transactions on behalf of an organization linked to Bin-Laden, through accounts with Depozitna and Vakufska banks of Sarajevo (Zenica branch).
